I agree, Per and Int high, Wil and possibly Mem medium, and Cha low. Also, look into purchasing the skills under the group "Learning" on the market, and getting them trained to 3-4 as soon as you can afford it and still operate decently.

You forgot to add the 1. Afterburner I : 1.25 * 1.2 = 1.5 or 50% LiF Rockets: 1.3 * 1.2 = 1.56 or 56% MWD: (1 + 700% = 8) 8 * 1.2 = 9.6x or, an improvement of 860% on top of the 100% that good ol ship gives you w/o it.

Time trained depends on (Primary + Secondary/2), with the division being done first, as per arithmetic rules. In your case, make int primay, and mem secondary. But you will really suffer at learning to fly ships, for example.
